OESPA CBLT Summary
November 2, 2009
The OESPA Collaborative Bargaining Leadership Team (CBLT) began bargaining for the 2009-2010 school year. An aggressive agenda of issues to be addressed was agreed to. The topics are as follows:
Paperless Pay Stubs
The CBLT agreed to a one year pilot program. Because OCPS is a very large school district some team members were concerned that all issues that could arise could be anticipated. Over the next year the team wants address issues that might arise and put together guidelines on how this will continue in the future.
Wages
A CBLT meeting is scheduled for Monday, November 16, 2009 to get a presentation from the District on the School Board decision regarding salary increases.
Automatic Cost of Living Increases
The OESPA President asked that we discuss contract language that automatically provides for a cost-of-living each year unless the District can show they don’t have the money.
Paid Holidays
The Florida Legislature passed a new law that had an unintended impact on the number of paid holidays classified employees can have. The new law limits the number of paid holidays to 6. Until the Legislature corrects this and to cover the negotiated paid holidays the School Board passed mandatory vacation days. The mandatory vacation days are New Year’s Day, Martin Luther King, Jr., Memorial Day and the floating birthday holiday.
Experience Credit
The District wants to talk about experience credit language in Article XV.C.4. The discuss will centers around experience credit for any individual who promotes into a job that is a different job family then the one originally hired for.
Bonus for Outstanding and Meritorious Service
The OESPA contract currently provides in Article XV. Section E for bonuses to employees who come up with ideas that save the District money. That provision however does not have criteria on how that money can be earned. The team wants to establish criteria so this provision can be used effectively.
Promotion and Demotion Language
The District wants to look at both the promotion and demotion language and the impact on an employee’s wages.
Updates to Lay-off Language
The Union wants to look at certain areas of the lay-off language, specifically listed job titles. The Union also wants to look at the probation language as it related to the lay-off language and rehired employees over multiple years.
Classified Evaluations
The Team decided over a year ago to look at the evaluation instrument used for classified employees. The Team wants an update.
Posting of Job Vacancies
The current posting of job vacancies does not comply with current contract language. A temporary agreement with the District has been in place to address job postings. The OESPA president asked that this be addressed and the language be changed. A presentation to the Team on e-Recruiting so everyone understands how jobs are posted and filled and how this differs from the contract.
Union Leave Request
The current languages that a minimum 3 day notice be given to the District if the Union wants someone released for a Union activity. The District is requesting a change to 10 days.
