ARTICLE V STEWARDS AND STEWARDS COUNCIL SECTION I – UNION STEWARDS Each worksite shall elect by secret ballot, by May 20 of each year, one (1) Lead Steward. If a worksite fails to conduct a secret ballot election, the President may conduct an election or appoint a Lead Steward until such time as the worksite conducts an election. The Lead Steward shall encourage each occupational area at his/her worksite to choose a Steward and may appoint such other Stewards as s/he deems necessary. Revised May 24, 2001 All candidates for the position of Lead Steward or Steward must be members
of OESPA. Each Lead Steward and Steward shall serve for a term of one (1) year. The Lead Steward shall: Organize an OESPA unit in his/her school and serve as its chairperson. Report the business and activities of OESPA to his/her worksite. Represent members with Union matters at the worksite. Conduct the yearly election of the lead Steward at his/her worksite. Present to the Stewards Council the wishes and desires of his/her worksite. Secure membership and transfer the required forms to the OESPA office. Attend training on Union matters and assist Stewards to represent members
with Union matters at the worksite. Communicate the needs of his/her occupational area members to his/her
Vice President. D. The Steward shall: Serve as a member of the Stewards Council. Report the business and activities of OESPA to his/her occupational
area members at the worksite. Communicate the needs of his/her occupational area members to his/her
Vice President. Assist the Lead Steward to represent members with Union matters at the
worksite. Secure membership within his/her occupational area at the worksite. Attend the Stewards Council, Union training, and such other meetings
as requested. SECTION II – Membership of Stewards Council All members of the Board of Directors, all Lead Stewards, and all Stewards shall comprise the Stewards Council. Approved June 25, 1994 SECTION III – Duties of the Council The Stewards Council shall: Communicate the business and activities of OESPA between the Board of
Directors and the worksites. Communicate the wishes and desires of the members between the Board
of Directors and the worksites. Review bargaining issues and provide input on the same prior to discussion
with the School Board of Orange County. Review and provide input on recommended annual goals and objectives
prior to final adoption by the Board of Directors. Review and provide input on the annual dues assessment and annual budget
prior to final adoption by the Board of Directors. Review and provide input on all change(s) or adoption(s) of policies
of OESPA prior to final adoption by the Board of Directors. Hear the appeal of any member suspended or expelled for cause by the
Board of Directors and vote to sustain or overrule said decision by a
simple majority of those present. Review any recommendation for recall because of malfeasance, misfeasance,
or neglect of duty by the Board of Directors and vote to sustain or overrule
said recommendation by a simple majority of those present. |
