ARTICLE X

GOALS, BUDGET, AND DUES

SECTION I - GOALS

Goals shall be established according to the following procedures:

A. The Board of Directors shall establish a tentative list of annual Goals to guide the budgetary and other decision making processes of the Board for the following fiscal year.

B. The tentative list of annual Goals for the following year shall be reviewed with the Stewards Council.

C. The Board of Directors may adopt the annual Goals anytime following the review with the Stewards Council.

D. The Board of Directors may adopt additional Goals at anytime following review of a tentative goal with the Stewards Council.

SECTION II - BUDGET

A. The Executive Director shall prepare a tentative budget with the assistance of the President and the Secretary/Treasurer for presentation to the Board.

B. The Board of Directors shall establish a tentative budget for the following fiscal year.

C. The tentative budget for the following fiscal year shall be reviewed with the Stewards Council.

D. The Board of Directors may adopt the annual budget anytime following the review with the Stewards Council and shall complete the final adoption of an annual budget prior to June 15 each year.

SECTION III - DUES

State and national affiliates dues shall be as established by the respective assemblies. Local dues shall be in the amount determined by the Board of Directors according to the following procedures.

1. The Executive Director with the assistance of the President and the Secretary/Treasurer shall prepare a local annual dues structure for the following fiscal year which supports the annual Goals established by the Board of Directors and the budget as recommended in Section II above.

2. The Board of Directors shall establish a tentative annual local dues structure for the following fiscal year.

3. The tentative annual local dues structure for the following fiscal year shall be reviewed with the Stewards Council.

4. The Board of Directors shall approve an annual local dues structure anytime after the review with the Stewards Council, but, no later than June 15 each year.

B. Local OESPA dues shall be payable at the beginning of each school year or upon acceptance of a position during the school year.

C. Dues may be paid by:

1. Payroll deduction

Any member shall, upon signing a payroll deduction form, be assessed the amount of dues remaining through payroll deduction.

2. Cash to be paid by December 1; any person whose dues are not paid by December 1 relinquishes his/her position of active membership in OESPA.

SECTION IV - NOTIFICATION

Lead Stewards shall be notified of the presentation if any goal, budget, or dues structure change is to be reviewed at a Stewards Council meeting at least one (1) week prior to the meeting. Members shall be notified in an official publication prior to the Stewards Council review of said change, if any tentative local annual dues structure change is to be discussed.
